President Tech Award · Incubation Track application

Sovereign AI infrastructure for government & critical infrastructure.

One air-gapped platform, four capabilities, data that never leaves the building — built in Tashkent for the institutions that can least afford to send theirs abroad.

Real cases

Two failures the current tools already have a name and a date

Not abstract risk — documented, dated, on the ground in Tashkent.

Face-blind attacker, Tashkent
A 26-year-old repeat offender attacked women in Tashkent's underground pedestrian passages, deliberately choosing them because — per the investigation — poor lighting meant cameras "would not clearly capture his face." He struck victims, stole phones, sold them at Chorsu market, before GUVD identified and detained him (GUVD, January 2026).
Gait doesn't disappear in bad light or from behind — a face does. Exactly the gap Qorovul ID targets.
A camera network that only records
Tashkent's own "Safe City" camera project has been publicly reported (NOVA24.UZ investigative coverage) as underdelivering — cameras that store footage for later review aren't the same as a system that detects and alerts in real time. MVD was separately tasked to accelerate modern security tech by 1 May 2026.
Recording after the fact doesn't stop an assault in progress. Qorovul Eye already does — verified live.
Product

One organism, not four separate tools

A shared core routes every request — code, vision, or identity — across whichever modules an agency deploys.

Qorovul Core — the resource layer

Cost-aware model routing (built on Frugal, our open-source engine — 63 tests, measured 75–91% inference-cost reduction) plus a single dashboard for AI spend and GPU utilization across every module and every agency deployment.

Qorovul Code
Air-gapped AI coding assistant for ministry and agency software teams. 256K-context, single-GPU, zero cloud egress.
AMD Hackathon 1st place, AI Agents track
Qorovul Eye
CV analytics for critical-infrastructure perimeters — power, water, border posts. Motion-trigger → detection → dedup → alert.
Live pilot verified catching a real intrusion
Qorovul ID
Contactless gait-based identity verification for facilities where face recognition fails — masks, distance, low light.

Stated plainly: the shared Core that ties all four modules into one platform doesn't exist yet as unified code — each module is real and independently proven; the integration is exactly the 3-month incubation-stage work.
Why now

Every stated government priority maps to a real piece

Grounded in Uzbekistan's Cybersecurity Strategy 2026–2030 (Decree No. 38, signed by President Mirziyoyev, 10 March 2026) and the Digital Uzbekistan 2030 strategy.
